    Parental Involvement Monroe City Schools Parental Involvement in Education Policy Monroe City Schools believes that a child's parents are not only the child's first teachers, but they also are the most important teacher that the child will have. The school district, the school administration and staff, the parents, and the community have the responsibility of nurturing and enhancing each child's intellectual abilities and developmental skills. Clearly, schools must work more closely with parents if we are to effectively address the needs of our children. Monroe City Schools is dedicated to providing appropriate help, both to the schools and to the parents, in the development of a team effort toward this goal. The principal, building level committee in conjunction with the school improvement committee will address all concerns through annual, monthly Title I meetings and conferences. The director and the Title I administrative staff will be available to give direction and assistance to schools, staff, and parents. District-wide in-service training will address barriers that may occur. Teacher/ Parent Student Compacts will serve as the mechanism schools will use to ensure that academic compacts will be designed and executed by each school and the outcome evaluated by Title I and other district administrative staff The Title I administrative staff along with the Title I parental involvement outreach program staff will conduct school site meetings in conjunction with parent conferences annually. At such meetings, parents' comments will be requested and collected. The Title I program and allocation of funds will be explained. Oral and written feedback will be requested as to how the reserved I % funds should be spent. The Title I EP ATT staff will conduct parent training after school and on Saturdays. Parent involvement strategies will be developed. Parents will be assisted in helping other parents become involved in activities such as: Family Math Night, Family Saturday Morning Out, Street Captains, and Block Tutoring. Parents will be afforded professional development opportunities through site training after school and on Saturdays, "L.I.F.T." Center in-services on Saturdays and state, regional, and national conferences. Parents will also be invited to share in technology training sessions with teachers and support staff. The Title I administrative staff will meet with each school principal and the school improvement committees three times a year. During the meeting, personnel are trained on ways of communicating with and to parents in verbal and written forms. Samples are provided. Training Sessions involve dramatizations, role-playing, questions, and answers, etc During or after four weeks of school, parents are notified of the professional qualifications of teachers and paraprofessionals. The district has developed and disseminated an official letter to be sent to parents. The letters are mailed from the school sites and the Instructional Service Center. The Parent Involvement Policy will be attached to the compact and sent home by every child. Additional policies will be disseminated at Open House meetings and parent conferences. School-Parent Relation Goals The Monroe City School Board shall require individual Title I schools to jointly develop, with the involvement of parents of participating students, a parent involvement plan. Parents shall be provided the opportunities to assist in the development of the school's Title I program and the school's parent involvement activities. The school staff and parents shall assume and share responsibility for the implementation of the parent involvement plan. Such efforts shall encompass the following: Each Title I school shall hold an annual meeting to inform parents of the school's participation in Title I and explain to the parents their right to participate in the Title I program. Each Title I school shall appoint at least (2) parents to the school's Title I Planning School Improvement Committee and shall involve these parents in the planning and implementation of the school's Title I program. Each Title I school shall offer a flexible number of meetings for parents at various times during the day so that all parents have the opportunity to participate in parent involvement activities. Specific activities that shall be implemented by each Title I school are: provide parents with appropriate reports of student progress and student expectations; provide assistance and support to parents in helping them to work with children to improve student performance; Co conduct an annual review and assessment, with the involvement of parents, to determine the effectiveness of the school's parent involvement program; develop jointly, with parents a school/parent compact which describes the school's responsibilities for parent involvement in supporting their child's learning; provide family literacy/parent involvement activities and support to parents of students who are the most "at-risk" and those who are most economically disadvantaged: provide parents reasonable access to the school staff, and opportunities to volunteer and participate in their child's learning; provide training to teachers and staff in reaching out to parents, communicating with parents as partners, and building coordination and collaboration with parents; involve community-based organizations and businesses in parent involvement and family literacy activities Le. Children's Coalition, LaChip, Volunteers of America: Louisiana Promise; Ouachita Junior League; and develop and implement plans and strategies for improving parent involvement and family literacy activities; and reserve not less than 1 percent (1%) of the school's Title I allocation for parent involvement and family literacy activities. 95% of the 1% set aside allocations for family involvement is allowed for schools to use for parent trainings, Saturday morning academic fairs, and materials for parent training. Monies are tracked by the Federal Programs office. Schools are then given amounts and requested materials, stipends, and in-district travel which are. approved by the Executive Director of Instructional Services and executed by fiscal clerks. Steve Carter Literacy Tutoring Program In an effort to provide families with additional opportunities to support their child’s literacy development, the Louisiana Department of Education launched a new literacy tutoring program for eligible public school students in grades K-5. The Steve Carter Literacy Tutoring Program provides $1,000 digital tutoring vouchers to the families of eligible students. These vouchers can be used for high-quality tutoring sessions to support student reading. This program is for eligible public school students in grades K-5.     Professional Development Philosophy and Opportunities Philosophy Ongoing technology professional development is a critical component of the Instructional Technology program. IT has the responsibility to provide a variety of professional development activities that instruct personnel to successfully utilize technology within their assigned area: administrative, instructional, or support. Participation in district professional development activities is limited to employees only. The activities planned by Instructional Technology are designed to prepare MCS teachers to use technology to enhance instruction, increase student achievement, and advance teacher and student productivity. In fact, they can be used to guide students on an informational journey, read a book to them, or allow them to dig deeper into meaning. Come see how to use QR codes in your classroom! Digital Cameras (1.5 hours) Just point, center the subject in the view window, and click. It really is that simple to take good digital pictures. Project-based lesson ideas that utilize the digital camera are also presented. Each MCS school library has digital cameras available for checkout. Teachers completing the workshop can check out class sets of digital cameras to use with their students in the classroom. Engaging Students with Interactive, Online Quizzing (3 hours) Come see the latest and greatest tools that allow you to engage your students in the manner in which they live...online and connected. FREE websites such as Kahoot, Socrative, Quiz Revolution, and more, allow you assess your students while they are having fun. See the reporting features of each site, and learn how to use the reports as class documentation. Give Students a Voice with VOKI (2 hours) This free program allows students and teachers to create avatars, and customize them. The avatar can then speak typed text or recorded text, and the accents can be changed to match subject matter. The site also contains lesson plans and activities ready to implement in your classroom today! Google Chrome Basics (1.5 hours) Surfing the World Wide Web is as simple as "point and click" with the super friendly web browser, Google Chrome. Topics include selecting links, entering URL's, setting Favorites, searching for information, saving pages, etc. Google Classroom (2 hours) As MCS is a Google District, it is vital that all teachers feel comfortable and are proficient in the use of Google Classroom. This platform allows for the delivery or materials, collaboration, and delivery of remote instruction. It also allows for the monitoring of student posts and materials. Google Documents (2 hours) Do you need tools which would allow you to collaborate online with fellow colleagues? Google documents will do just this. In this session teachers will explore how to create documents, spreadsheets, presentations and forms and then invite others to share the products. Google Drive (1.5 hours) As Monroe City Schools uses the Google platform, using the Drive is a concept that all employees need to know. The Drive allows for ease of storing, saving, and sharing. In addition, the file information application allows the owner of the file to see changes, progress, and who has worked on the file. Google Earth (2 hours) Take a trip anywhere using Google Earth. Explore faraway places through satellite imagery, maps, and more. Why stop there? Explore galaxies in the Sky and participate in some Back Yard Astronomy plus much more. In this session teachers will be introduced to the many educational possibilities of using Google Earth. Google Earth: Creating Tours (2 hours) Now that you have explored the possibilities of using Google Earth, let's create a tour. In this session teachers will create a tour using content rich information. Teachers will learn to save and share the tour. Google Forms (2 hours) Google Forms allows for ease of creation when needing to design an assignment. It also allows for grading and storage of results (great for item analysis) in a Google Sheet that is created when you input questions into your Google Form. This program can also be used for registrations and opinions. Google Slides (2 hours) Yes, there is life after PowerPoint, and it is called Google Slides. While PowerPoint is still a useful tool in the delivery of instruction, Google Slides pairs nicely (And easily) with our Google Classroom and Google Drive platforms. See how this program will allow for delivery of instruction as well as a possible assessment tool! MS Excel (2 hours) Create a spreadsheet, set up a budget, input data, and then graphically display the information in a bar chart, line chart, or pie chart. MS PowerPoint (2 hours) It's so easy to make a professional-looking presentation with Microsoft PowerPoint. Learn how to use the Wizard and basic program features. MS Word: Introduction to Word Processing* (2 hours) Designed for the new user, the workshop covers basic word processing functions of Microsoft WORD such as text selection and editing; word wrap; copy, cut, and paste functions; document formatting; and saving a file. A must workshop for those new to the computer regardless of platform or the word processing program being used! Prerequisite: Keyboarding Skills MS Word: Creating a Calendar and a Certificate (2 hours) No need to buy expensive calendars or achievement certificates as you can create your own using MS Word Templates.     Procedures for Allowing Mental Health and Counseling Agencies Onsite Access PROCEDURES AGREEMENT FOR OUTSIDE MENTAL HEALTH AGENCYPROVIDERS (INCLUDING COUNSELORS/MENTAL HEALTHPROFESSIONALS) For Counselors/mental health specialists/mental health professionals requesting access to Monroe City Schools’ students during school hours the following established procedures must be followed. These procedures will allow Monroe City Schools to monitor who our students are with, how long they are with them, when they are with them, and where they are with them on our campuses. We also want to ensure that classroom instruction is not disturbed. This procedure, with the exception of Department of Child and Family Services (DCFS) workers, is to be followed when allowing an outside agency access to students on Monroe City School campuses. Step 1: Before entering a Monroe City School to provide services to any student, all workers must obtain a “Background Check” at the Monroe City Police Office as well as obtain Fingerprints. Results must be submitted to Monroe City School Board’s Office of Student Support Services at300 Sherrouse Avenue, Monroe, LA 71203, 318-388-3747 ext. 5226 prior to providing services at any Monroe City School site. Step 2: Service providers must complete an Agency Request for Student Access form (Form B) available at each school. Step 3: A Parent Permission for Student Access letter (Form C) is available at each school site. Agencies wishing to provide services within a Monroe City School must obtain parent permission on this form. Step 4: The agency must then bring the Background Check, fingerprints, completed Form A, completed Form B and completed Form C to the Office of Student Support Services. If all items are in order and acceptable, a Verification of Service Provider and Parent Permission for Student Access form (Form D) will be given to the service provider. Step 5: The service provider should take the Verification of Service Provider and Parent Permission of Student Access form (Form D) to the student’s school to be completed with the principal/designee. Once those steps are completed, the following procedure will be followed when a student is provided services during school hours at a Monroe City School site by an outside agency for mental health/counseling services: Worker will present identification and Verification of Service Provider and Parent Permission for Student Access form (Form D),to office staff and signing date/time of arrival and the initials of student they are there to see. Student will be called to the office by office staff. Office staff will indicate an approved location where the student is to be taken for counseling services. Upon completion of counseling services, the worker will have the student check back in with office staff before the student returns to class. Worker will sign out before leaving.
