Achieve (ESSER II, ESSER III) Allocations On March 27, 2020, Congress set aside approximately $13.2 billion of the $30.75 billion allotted to the Education Stabilization Fund through the Coronavirus Aid Relief, and Economic Security (CARES) Act for the Elementary and Secondary School Emergency Relief Fund (ESSER) Fund. The Department awarded these grants to State educational agencies (SEAs) for the purpose of providing local educational agencies (LEAs), including charter schools that are LEAs, with emergency relief funds to address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools across the Nation. These funds address such things tutoring to reduce loss-of-learning, safe and healthy environment, and any additional issues. The Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act, 2021, was signed into law on December 27, 2020, and provided an additional $54.3 billion for the Elementary and Secondary School Emergency Relief (ESSER II) Fund. ESSER II Fund awards to SEAs are in the same proportion as each State received funds under Part A of Title I of the Elementary and Secondary Education Act of 1965, as amended, in fiscal year 2020. On Thursday, March 11, 2021, the American Rescue Plan (ARP) Act was signed into law. It was an unprecedented $1.9 trillion package of assistance measures, including $122 billion for the ARP Elementary and Secondary School Emergency Relief (ARP ESSER) Fund. Funds are provided to SEAs and LEAs to help safely reopen and sustain the same operation of schools and address the impact of the coronavirus pandemic on the Nation’s students.     Emergency Information Emergency Guidelines for Parents Monroe City Schools is committed to providing a safe environment for students, employees and visitors. District personnel work collaboratively with national, state, and local safety officials-police, fire, emergency medical services, and public health- in order to ensure that all of the schools are well prepared for an emergency. The district developed a district-wide Crisis Response Plan that serves as a guide to help employees and safety partners respond swiftly should a crisis arise. Parents should be assured to know that the safety procedures in place in the schools are extensive. Each school has a Crisis Response Team and safety measures in place to provide a safe learning environment for students. All employees are prepared to respond to a wide variety of school emergencies. Facts and Terms Every Parent Should Know ​ Should an emergency situation occur at your child’s school, it is important that parents are familiar with the following terms: Lockdown During an internal lockdown, all school interior and exterior doors are locked and students are confined to their classrooms and no entry or exit is permissible. This takes place when there is a possible threat inside or outside of the school. Evacuation An evacuation to a Shelter-in-Place may be necessary for the following situations: arson, fire, explosion, hazardous materials leak/spill, bomb threat, or inclement weather (tornado, hurricane, severe thunderstorms). Each school has a procedure for helping parents locate their children. Parents will be directed to a specific location where they will be required to show proper identification. ​ Shelter-In-Place This refers to taking refuge in an area inside or outside of a school until it is safe to release students. For example, this procedure may be implemented inside for hazardous materials that have been released into the atmosphere. This procedure may also be implemented outside (away from the school) in case there is a bomb threat. Every school in our district has inside and outside Shelter-In-Place locations. Before a crisis or natural disaster occurs: ​ Ensure that your child’s enrollment form is current with accurate address and phone numbers and contains emergency contact information (doctor’s name and family contacts with authority to pick up your child). Check the MCS webpage for current information due to inclement weather or other emergency situations. Stay tuned to local television or radio stations for updates on schedule changes for schools. In the event of a crisis or natural disaster: Please do not call the school, transportation or school board office. Phones lines, if working will be used for emergency communication. Stay away from a school campus if it is in “lockdown” mode. You will not be allowed inside. Emergency protocol prevents administrators and teachers from opening doors under ANY circumstances. They are working to maintain calm and ensure children’s safety. It is important for parents to respect this protocol. Students may or may not be kept at home during a crisis situation. The superintendent and Public Relations Officer will keep parents apprised of events through the local television stations (KTVE and KNOE) and local radio stations (105 AM, 100.1 FM, and 97.3 FM). No elementary children will be dismissed from school unless a parent or approved designee arrives with proper identification. Elementary children may be moved to a different school site is the crisis is localized. Bus Riders will remain with their drivers. If a child has been left off his or her regular bus stop prior to the disaster, you should expect to find your child at home. For children who are still on a bus, the driver will make his/her way back to school as conditions permit. If it is too hazardous to move the bus, children will remain on the bus until help arrives. Schools are the safest places where children can be during most crises. All school employees will remain with the children until all have been reunited with their parents or approved designees.

    School Choice 2024-2025 Which schools in Monroe City Schools are eligible for school choice transfers? ​ Barkdull Faulk Elementary Berg Jones Elementary Carroll Junior High School Carver Elementary Clara Hall Accelerated School Madison James Foster Elementary Martin Luther King, Jr. Junior High School Minnie Ruffin Elementary Roy Neal Shelling, Sr. Elementary Thomas Jefferson Upper Elementary Why were these schools identified as “schools in need of improvement” and how do they compare to other schools in Monroe City Schools and other schools in Louisiana? According to Louisiana State guidelines, the identified schools were deemed “academically unacceptable” with a letter grade of D or F. This letter grade is based on the school data from the 2022-2023 school year. What are the schools doing to address the issue of achievement, and what are the school system and the Louisiana State Department of Education doing to help them address the problem? The school system administration (school site and district staff), supported by outside experts, will evaluate all areas of instruction at the identified schools. This evaluation will include observations and interviews, as well as analysis of relevant student performance data. The information obtained will be used to prepare School Improvement Plans. The plans will require classroom instruction and teacher training to focus on improving the areas in which students are having difficulty. The school will implement best practice reading, writing, and math strategies, tutorial programs, and technology-assisted instruction. Consultants will work along with the administration and staff to identify the most effective instructional practices for the diverse student population that attend the schools in need of improvement. The State Department of Education will be helping to address academic issues through additional funding and technical assistance through Federal and School Redesign funding sources. Additional assistance includes: ​ In-school reinforcement of skills/tutoring Staffing with highly-qualified teachers and paraprofessionals Effective professional development programs for all instructional staff based on evidence-based best practices targeting student engagement and academic success Additional support through professional school counselors, content leader teachers, state and district support personnel School-based content-specific tutors provided during the school day for students identified with weaknesses in math and ELA One-to-one computer access Summer acceleration and programs Computer-based assessments in core subjects Wide selection of elective courses including Band, Choir, Orchestra, and Talented Art Clubs and organizations such as Jr. Beta and Student Council Positive Behavior Intervention Supports (PBIS) initiatives Community partnerships with various organizations and groups How can I become involved in addressing the issues that caused the schools to be identified as a school in need of improvement? Families are encouraged to arrange a private conference with their child’s teachers to discuss ways to improve academic performance. Families are also invited to participate as members of the School Improvement Team at their schools. The School Improvement Team is a group made up of the principal, assistant principal, teachers and parents that work to improve the education and overall learning experience for all students. Even if a family member does not serve as a member of the School Improvement Team, he or she may attend meetings of the team to discuss possible changes in any area of instruction to improve the school. Do I have to transfer my child to another school? No. We are providing families with this opportunity as an option. The decision is entirely up to you, so you should base your decision on what you think is best for your child. If you choose to have your child attend school at his/her home school, continue with the registration process as required. If you do choose to transfer your child, he or she must remain at the receiving school for the full school year. Is my child guaranteed a place at JS Clark Magnet School or Neville Junior High School? Every effort will be made to honor parents’ requests for transfer. However, students will be granted enrollment at the receiving school based upon enrollment limits, individual achievement scores, and income levels as prescribed by the Every Student Succeeds Act (ESSA). How will my child get to a receiving school? If your transfer application is approved, your child will have free transportation to JS Clark Magnet School or Neville Jr. High School. Transportation will be provided by the Monroe City School Board. Specific bus information will be available at the District Office by Tuesday, August 9, 2024. Should your child become ill and need to go home early, parents must provide transportation home. Transportation will not be provided for your child to attend activities before or after school such as extracurricular activities or for parents to attend parent meetings and evening programs. *Please note: Depending on residence, bus pickup could be as early as 6:30 a.m. Return home could be as late as 4:00 p.m. If my child transfers to JS Clark for elementary school or Neville Jr. High School, will he/she have choice for the next grade band school? No. School Choice transfers do not extend beyond the grade levels served by the receiving school. Currently, no Monroe City high schools are eligible for school choice. What is the deadline for applying for transfer? If you decide you want to send your child to JS Clark Magnet School or Neville Jr. High School, the Choice Request Form must be returned to the Superintendent’s Office by 3:00 p.m. on Friday, April 12, 2024 . If we do not receive the Choice Request Form from you by 3:00 p.m. on Friday, April 12, 2024, your child will remain at his/her home school. LATE APPLICATIONS WILL NOT BE ACCEPTED. When will you tell me if my transfer application is approved? Parents will receive an official notification by Friday, May 10, 2024, informing them if their transfer application is approved.     Pupil Appraisal ​ R ole ​ The purpose of pupil appraisal services is to assist students who have academic, behavioral, and/or communication challenges, adjustment difficulties, or other special needs which are adversely impacting the student’s educational performance by providing services to students, parents, teachers, and other school personnel. ​ Carey Day Coordinator 318-325-0601, x5214 ​ ​ Services ​ Services include, but are not limited to the examples provided below: ​ Assistance to teachers and other school personnel in the development and implementation of behavioral and/or instructional interventions through the Response to Intervention (RtI) process, positive behavior support process, or other intervention processes. Provision of support services to non-disabled students with academic, behavioral, and/or communication difficulties. Consultation with parents, students, teachers, and other personnel on topics such as instructional or behavioral modifications, exceptional students, and child development. Provision of staff development to school personnel on topics such as assessment, interventions, or child development. Evaluation of students to determine whether they are exceptional and in need of special education and related services. Interpretation of evaluation findings to school personnel and parents. Provision of related services to students with exceptionalities. Referral to other appropriate agencies for services when warranted. ​ Pupil appraisal personnel are not limited to providing services solely to students referred for an individual evaluation. Many students experiencing academic, behavior, and/or communication difficulties may be helped through recommendations made by pupil appraisal personnel for use in the general education classroom, enabling the student to benefit from instruction in the general education curriculum and eliminating the need for referral for an individual evaluation. Major functions of pupil appraisal personnel should include being child/student advocates and assisting students to remain in and profit from the general education curriculum whenever possible. When a student, as a result of an individual evaluation, qualifies for special education and related services, pupil appraisal personnel will recommend those services and supports needed to assist the teachers and parents of the student in providing appropriate special education services in the least restrictive environment. ​
