Achieve (ESSER II, ESSER III) Allocations On March 27, 2020, Congress set aside approximately $13.2 billion of the $30.75 billion allotted to the Education Stabilization Fund through the Coronavirus Aid Relief, and Economic Security (CARES) Act for the Elementary and Secondary School Emergency Relief Fund (ESSER) Fund. The Department awarded these grants to State educational agencies (SEAs) for the purpose of providing local educational agencies (LEAs), including charter schools that are LEAs, with emergency relief funds to address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools across the Nation. These funds address such things tutoring to reduce loss-of-learning, safe and healthy environment, and any additional issues. The Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act, 2021, was signed into law on December 27, 2020, and provided an additional $54.3 billion for the Elementary and Secondary School Emergency Relief (ESSER II) Fund. ESSER II Fund awards to SEAs are in the same proportion as each State received funds under Part A of Title I of the Elementary and Secondary Education Act of 1965, as amended, in fiscal year 2020. On Thursday, March 11, 2021, the American Rescue Plan (ARP) Act was signed into law. It was an unprecedented $1.9 trillion package of assistance measures, including $122 billion for the ARP Elementary and Secondary School Emergency Relief (ARP ESSER) Fund. Funds are provided to SEAs and LEAs to help safely reopen and sustain the same operation of schools and address the impact of the coronavirus pandemic on the Nation’s students. ARP ESSER Fund awards to SEAs are in the same proportion as each State received funds under Part A of Title I of the Elementary and Secondary Education Act of 1965, as amended, in fiscal year 2020.     Child Nutrition Program Role The primary objective of the child nutrition program is to make available to every student a nutritious, well-prepared and attractive lunch every day. A complete breakfast is offered every morning from 7:15 a.m. - 8:00 a.m. at all schools. Service times will vary according to each school's operational hours. The Child Nutrition Department operates 19 cafeteria sites and serves approximately 6700 lunches and 4,000 breakfasts each day. The meals provided are in compliance with USDA Regulations and meet the school meal initiative requirement. All meals meet the standards as provided in federal, state, and local laws and/or rules and regulations. We are now f ollowing the Meal Pattern. Menu patterns are based on the Dietary Guidelines for Americans, and amounts of sugar, sodium, and fat are controlled.     A Message from the Superintendent Sam Moore, Superintendent Welcome to the 2024-2025 School Year! I hope that you all had a productive summer. It is an honor and a privilege for me to open the 2024-2025 school year as the Monroe City Schools District Superintendent. Monroe City Schools is a school district that will focus on creating a respectful and secure learning environment that supports teacher and student growth. We engaged in meaningful summer camps that supported students academically and socially during the summer. Some schools taught students how to grow a garden, while others taught students how to build robots. Each school provided differentiated learning that engaged students in various manners over the summer. Monroe City Schools is home to approximately 8,000 students and serves 19 schools. Throughout this school year, I look forward to coming to all campuses to build positive professional relationships with every principal and staff member. Monroe City Schools will focus its core values on: - Respect - Innovation - Integrity - Diversity - Transparency - Professionalism To ensure that Monroe City Schools District is operating as a healthy school system, we will work with the Monroe City School Board, parents, principals, teachers, and community stakeholders.     Accountability L ouisiana’s Accountability Program The Louisiana school and school system accountability system was developed to: • inform and focus educators through clear expectations for student outcomes; and • provide objective information about school quality to parents and other community stakeholders. Annually, public schools in Louisiana receive a School Performance Score (SPS) and corresponding letter grade that measures how well they are preparing all of their students for the next grade-level or post-secondary education. In its plan to implement the new federal Every Student Succeeds Act, Louisiana has set expectations for all students that are as ambitious as expectations in any state in the country. The state’s system for measuring and reporting student and school success is seen as a national model. This is the latest data to show Louisiana students are maintaining and accelerating academic gains made since the pandemic. Louisiana has achieved its highest national rankings ever, moving from 46th to 40th on the U.S. News & World Report Best States ranking . Louisiana's 4th graders led the country in reading growth and economically disadvantaged 4th graders improved from 42nd to 11th in reading on The Nation’s Report Card. Louisiana is one of three states where average reading achievement in 2023 was above 2019 levels . Louisiana ranked at the top of a national list recognizing states for adopting a comprehensive early literacy policy to provide students with the foundational reading skills to learn, graduate, and succeed . Louisiana’s most recent cohort graduation rate increased . Louisiana maintained LEAP gains made over the past two years on the most recent state assessments . Louisiana students in grades K-3 improved their reading scores by 10 percentage points on the state’s first universal literacy screener . Latest 4-Year Cohort Graduation Rate Family Tips for Test Taking Reassure your child that he or she does not have to answer all the questions correctly to pass. It is not expected that students answer every question correctly. Tell your child to attempt to answer all of the questions and not to leave any blanks. There is no penalty for guessing, and students can get partial credit on the open-ended items. Remind your child that the test is important. Explain to your child the importance of using time wisely. If your child gets stuck on a question, encourage him or her to make the best guess or place a mark in the test booklet by that item and go back to it after finishing that section of the test. Make certain your child gets a good night's sleep and a good breakfast before taking the test. Try to make the morning of the test a pleasant one. Do not add to your child's stress. Get your child to school on time the day of the test. Remind your child to listen carefully to the instructions from the teacher and to read the directions and each question carefully. Encourage your child to stay focused on the test, even if other students finish early. Remind your child that it is okay to mark in the test booklet as a help in taking the test - i.e., underlining important words - but to mark all answers on the answer sheet.     Child Welfare and Attendance What We Do The child Welfare and Attendance office serves as an advocate for children to ensure the success of students in school. Our office works with students, parents/guardians, and the school to facilitate enrollment and consistent attendance in the proper school setting. To accomplish this, the office of Child Welfare & Attendance will work closely with students, their parents/guardians, and the school to facilitate enrollment and consistent attendance in the proper school setting. The Office of Child Welfare & Attendance will conduct home visits to verify the addresses of students so that they are enrolled in the proper school attendance zone. Parental contact will also be made when children have difficulty in school and students fail to meet attendance requirements. Community agencies will be contacted as needed to provide families with the necessary resources to overcome obstacles that prevent proper school attendance and adjustment. The Office of Child Welfare & Attendance is also committed to working closely with the Truancy Assessment and Service Center as well as Juvenile Services to take parents to Truancy Court if needed to encourage regular school attendance. Regular school attendance ensures the child will have the greatest opportunity for success.
