• why the framers of the Constitution divided powers among the three branches of government;

• why the framers reserved powers for the states;

• one major challenge facing writers of the Constitution; and

• why the Bill of Rights was added to the Constitution.

         Students should be familiar with the Preamble to the United States Constitution.
